I. National Standards:
National standards are those that are of great significance to the technological and economic development of the entire country and must be unified throughout the nation. The Standardization Law stipulates: "For technical requirements that need to be unified throughout the country, national standards shall be formulated." National standards are the main body of China's standard system. Once they are issued and implemented, industry standards and local standards that are repetitive or contradictory to national standards will be abolished.
Ii. Industry Standards
Industry standards refer to unified standards across all industries nationwide. The Standardization Law stipulates: "For technical requirements that have no national standards but need to be unified within a certain industry across the country, industry standards may be formulated." Industry standards shall be formulated by the relevant administrative departments of The State Council and filed with the administrative department for standardization of The State Council. After the national standard is announced, this industry standard will be abolished immediately. Both national standards and industry standards are applicable throughout the country.
Iii. Local Standards
Local standards refer to the standards that need to be unified within a certain province, autonomous region or municipality directly under the Central Government.
The Standardization Law stipulates: "Where there are no national or industry standards but there are safety and hygiene requirements for industrial products that need to be unified within the scope of a province, autonomous region or municipality directly under the Central Government, local standards may be formulated." Local standards are formulated by the administrative departments for standardization of provinces, autonomous regions and municipalities directly under the Central Government. And it shall be filed with the administrative department for standardization under The State Council and the relevant administrative departments under The State Council. After the national standard or industry standard is promulgated, the local standard shall be abolished.
